Within the context of the development of bilateral scientific and technical cooperation has been established appropriate legal and treaty basis, allowing both sides to continue mutually beneficial collaboration in that direction. In accordance with the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Latvia on economic, industrial and scientific and technical cooperation (October 5, 2005), the Intergovernmental Commission on Economic, Industrial, Scientific and Technical Cooperation was established (six meetings of the Commission were organized). For today, this Commission is an effective mechanism for discussion and implementation of bilateral projects, in particular, in the field of science and technology.
The signing on September 29, 2017 of the Agreement between the Government of Ukraine and the Government of the Republic of Latvia on cooperation in education, science, youth and sports has opened new opportunities and horizons for cooperation and partnership of the higher education institutions. In particular, the agreement provides granting of scholarships for studies and research in higher education institutions, as well as scholarships for training of academic and scientific staff.
During the official visit of the Prime Minister of Ukraine Volodymyr Groysman to Latvia (1-2 March, 2018), the General Agreement was signed on academic cooperation between the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" and the Riga Technical University, which will facilitate the intensification of contacts between these leading educational institutions.
On 23-24 November 2018 Riga hosted the Second meeting of the Ukrainian - Latvian Joint Commission on Scientific and Technical Cooperation, having tackled key achievements in science and technology cooperation, development of bilateral cooperation. The parties commended successful realization of joint Ukrainian and Latvian R&D projects in 2017 and 2018.
In view of growing role of information technologies in manufacturing processes, leading positions of Ukrainian and Latvian higher education institutions in the field of computer technologies, Kyiv Taras Shevchenko National University, Kyiv National University of Technology and Design, National Technical University "Igor Sikorsky Kyiv Polytechnic Institute" together with Latvian company "HansaMatrix" (leading manufacturer of electronic and optical systems, high-tech displays, robotics and automatics) have started appropriate cooperation. This company is interested to establish an engineering team in Ukraine for the development of 3D visualization technologies, as well as to organize practice of Ukrainian students.
In September 2018 the Agreement on Cooperation was signed between the Stockholm School of Economics and the Kyiv School of Economics, which envisages academic exchanges, joint organization of events, joint master's and bacherlor's programs. Fruitful cooperation is observed among regional colleges. In particular, the Ventspils University of Applied Sciences launched cooperation with the V.N. Karazin Kharkiv National University (7 February 2018), the Kharkiv National University of Radio Electonics (17 May 2018), the Donbas State Engineering Academy (18 May 2018), which will promote academic exchange, internship for students in technical sciences.
In order to establish cooperation in the context of European integration, the proposals of the Latvian side regarding the participation of Ukrainian scientific institutions and research centers in the relevant EU programs on the rights of full partners are currently under consideration.
