For Ukrainian citizens: Electronic military registration document and consular services

The information below applies exclusively to citizens of Ukraine.

According to Ukrainian legislation, male citizens of Ukraine aged 18 to 60 who are residing or staying abroad must submit their electronic military registration document (in Ukrainian: e-ВОД, електронний військово-обліковий документ) along with the documents required for the selected consular service when applying for such services. This document is displayed in the “Резерв+” mobile application on the user’s smartphone and contains verified data from the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists. Starting from June 18, 2024, the electronic military registration document can be generated independently after updating personal data in the electronic conscript’s cabinet. To receive a consular service, the document must be valid and up to date, and it must be generated no earlier than three days before visiting the consular office. The consul will scan a QR code from the applicant’s smartphone and receive real-time confirmation of the applicant’s military registration data, after which the consular service will be provided. 

There are three exceptions when the electronic military registration document is not required for consular services: 

  1. When applying for a Certificate of Return to Ukraine;
  2. When the consular action is being performed in the interests of a child whose other parent is a foreign national or stateless person;
  3. When the applicant is under arrest or serving a prison sentence.

How can I apply for a foreign passport if I am unable to generate an electronic military registration document?

If no information about a conscription-age individual exists in the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists, there are two options: 

  1. If the individual resides abroad on a permanent basis (i.e., has officially obtained this status under Ukrainian law and has the corresponding “ПОСТІЙНЕ ПРОЖИВАННЯ” [Permanent Residence] stamp in their foreign passport — details here: https://latvia.mfa.gov.ua/konsulski-pitannya/1677-domicile), they may submit the required documents to the Territorial Recruitment and Social Support Centre of the Ministry of Defence of Ukraine through a diplomatic mission.   2. If the individual does not have permanent residence abroad (according to the procedure described above), it is still possible to apply for a Ukrainian national passport or an international (foreign travel) passport without physically presenting a military registration document, by contacting one of the overseas offices of the state enterprise “Dokument”: https://pasport.org.ua/centers. In such cases, the individual's data will be transmitted to the Register during the passport issuance process. These individuals will be registered for military service without undergoing a medical examination.
