According to Ukrainian legislation, male citizens of Ukraine aged 18 to 60 who are residing or staying abroad must submit their electronic military registration document (in Ukrainian: e-ВОД, електронний військово-обліковий документ) along with the documents required for the selected consular service when applying for such services. This document is displayed in the “Резерв+” mobile application on the user’s smartphone and contains verified data from the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists. Starting from June 18, 2024, the electronic military registration document can be generated independently after updating personal data in the electronic conscript’s cabinet. To receive a consular service, the document must be valid and up to date, and it must be generated no earlier than three days before visiting the consular office. The consul will scan a QR code from the applicant’s smartphone and receive real-time confirmation of the applicant’s military registration data, after which the consular service will be provided.
