According to the information by competent bodies of Ukraine, the Russian Federation concentrated along the Ukrainian-Russian state borderline over 50 thousand of Russian servicemen on high alert, deployed armaments and military vehicles, which were not before stationed in the frontier regions of the RF in the direct vicinity to the territory of Ukraine.
These and other military activities by the neighbor state with unclear tasks arouse natural concerns in Ukraine, contradict international obligations of the Russian side, including in the context of the Minsk agreements and undermine international efforts, aimed at de-escalating the situation in the East of Ukraine.
In view of that Ukraine, using the procedure of consultations on military activities that give rise to concern under the Vienna Document on Confidence- and Security-Building Measures, participants in which are all OSCE state-members, on January 20 addressed the Russian Federation via a relevant OSCE communication channel with a demand to officially report aims, areas of the Russian Federation military activities, date of their completion, as well as names, subordination, quantity and types of units that take part in it. Automatically this inquiry was distributed among all OSCE member-states.
According to the Vienna document Russia is obliged to give relevant clarifications within 48 hours since the request was delivered, that is on January 22.
In case of receiving the negative response Ukraine reserves the right to demand bilateral consultations or multilateral meeting of state-participants in the Vienna document, led by OSCE Chairperson-in-office.
