At the first resolution from the beginning of Russian aggression against Ukraine UN Security Council has adopted the “Package of measures for the Implementation of the Minsk Accords” and welcomed the Declaration of the leaders of Ukraine, Russia, France and Germany in support of "complex measures" approved February 12, 2015 in Minsk at. UNSC called on all parties to fully implement the "package of measures", including a ceasefire it provides.
Documented in resolution renewal of commitments by the Normandy Four leaders, including President of RF, to the implementation of Minsk agreements, including the Minsk Protocol of September 5, 2014 and Minsk Memorandum of September 19, 2014, to which Russia is a signatory, is considered to be an important element.
On this background submission of such a draft resolution by Russia, which violates its obligations under the Minsk agreements, seems to be the ultimate cynicism.
Today, all states of the world are witnessing a brutal attack on Minsk agreements.
Using the observance by the Ukrainian side of the ceasefire, terrorists with Russian support are increasing offensive operation in the area of Debaltsevo. The Russian side consistently blocks carrying out the mandate to monitor the situation by the OSCE SMM. Russia continues to supply weapons to the territory of Ukraine.
In this regard we welcome the immediate reaction of the Security Council, which in its statement before the vote on the resolution expressed concerns about the continuing attacks on Debaltseve.
MFA calls on the international community to take all measures to ensure the immediate and complete ceasefire and unconditional implementation by Russia and terrorists controlled by Russia, the Minsk protocol of September 5, 2014, Minsk Memorandum of September 19, 2014 and Minsk "complex measures" of 12 February 2015.

UN Security Council Press statement on Ukraine
The members of the Security Council expressed grave concern at the continued fighting in and around Debaltseve, Ukraine, which has resulted in numerous civilian casualties.
The members of the Security Council regretted that, despite the announcement of a ceasefire on 15 February, violence has continued in recent days in some parts of eastern Ukraine.
The members of the Security Council called on all parties to immediately cease hostilities and abide by commitments agreed in Minsk, including facilitating access for the OSCE Special Monitoring Mission to monitor and verify compliance with the Minsk Agreements.
The members of the Security Council further called on all parties to treat detained individuals humanely.

The Security Council,
Recalling the purposes and principles enshrined in the Charter of the United Nations and reaffirming its full respect for the sovereignty, independence and territorial integrity of Ukraine,
Expressing its grave concern at the tragic events and violence in eastern regions of Ukraine,
Reaffirming its Resolution 2166 (2014),
Firmly convinced that the resolution of the situation in eastern regions of Ukraine can only be achieved through a peaceful settlement to the current crisis,
1. Endorses the "Package of measures for the Implementation of the Minsk Agreements", adopted and signed in Minsk on 12 February 2015 (Annex 1);
2. Welcomes the Declaration by the President of the Russian Federation, the President of Ukraine, the President of the French Republic and the Chancellor of the Federal Republic of Germany in support of the "Package of measures for the Implementation of the Minsk Agreements", adopted on 12 February 2015 in Minsk (Annex 2), and their continuing commitment therein to the implementation of the Minsk Agreements;
3. Calls on all parties to fully implement the "Package of measures", including a comprehensive ceasefire as provided for therein;
4. Decides to remain seized of the matter.
