Considering the transfer of cargo by the Russian Federation on February20, 2015, defined by this side as "urgent humanitarian” to Debaltsevo and other settlements, where there is a critical humanitarian situation as a consequence of recent terrorist activities of illegal armed groups, supported by Russian troops and committed with gross violation of Minsk agreements from 5 and 19 September 2014 and 12 February 2015, MFA of Ukraine underlines the following.
Ukraine remains open for humanitarian assistance legally coming from foreign states and international organizations.
At the same time any kind of humanitarian aid have to be supplied only agreed with the Ukrainian government and in accordance with Ukrainian national legislation, generally accepted international practice , as well as agreed with international organizations modalities of its delivery to the territory of Ukraine.
Despite repeated warnings of the MFA of Ukraine, Russian side has made transfers of the vast majority of "humanitarian cargos" to the territory of Ukraine in flagrant breach of the above mentioned requirements. This time around, Ukrainian side was confronted with an accomplished fact on the eve of Russian “humanitarian” action realization. This made it impossible to conduct border and customs procedures by Ukrainian competent authorities.
Therefore, this cargo cannot be transferred legally and this fact calls into question its humanitarian character.
