The approval of the Decree on determining specific regions, cities, towns and villages of Donetsk and Luhansk regions, which introduced a special procedure for local authorities, by the Verkhovna Rada of Ukraine, became another clear evidence of Ukraine's commitment to the Minsk agreements and the logic of the peace process.
Today's decision of the Ukrainian parliament open the way to hold free and fair elections in specific areas in Donetsk and Lugansk regions in accordance with the laws of Ukraine and the mandatory compliance with OSCE standards for democratic elections monitored by the Office for Democratic Institutions and Human Rights. Holding the elections in compliance with these requirements and their positive assessment by the OSCE ODIHR is both the fundamental idea of the Minsk agreements and integral part of the stabilization process at the Ukrainian Donbass.
Let's remember that exactly the Russian Federation and its “puppets” have disrupted implementation of the Minsk agreements of September 5 and September 19, 2014 through organization of the electoral farce in the Donbas on November 2, 2014, unrecognized by the international community, and made impossible the further development of the peace process.
Ukraine and the entire world community hope that the Russian Federation will use this opportunity to turn from the path of aggression and terrorism, and return to the peaceful settlement of the situation. We expect that the Kremlin authorities will not create any obstacles to democratic process of elections, as well as will avoid any provocation.
On its part, Ukraine will continue to strictly follow the spirit and letter of the Minsk agreements of September 2014 and February 2015 in order to restore peace and stability at the Ukrainian Donbass.
