Verkhovna Rada of Ukraine calls on foreign parliaments to condemn elections to the Russian State Duma in occupied Crimea

Appeal of the Verkhovna Rada of Ukraine to foreign parliaments, parliamentary assemblies and international organizations on holding elections to the State Duma of the Russian Federation on the territory of the temporarily occupied Autonomous Republic of Crimea

Taking into consideration the attempts of the Russian Federation to hold on the temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol elections to the State Duma of the Federal Assembly of the Russian Federation on September 18;

Underlying that the Autonomous Republic of Crimea and the city of Sevastopol are an integral part of the sovereign territory of Ukraine;

Noting that the respect of state sovereignty and territorial integrity, the support of international peace and security are fundamental for international relations and international law;

Emphasizing that the General Assembly of the United Nations Organization in its Resolution of 27 March, 2014 on Territorial Integrity of Ukraine confirmed its devotion to the sovereignty, political independence, unity and territorial integrity of Ukraine within its internationally recognized borders and urged all the countries and international organizations not to recognize any changes of the status of the Autonomous Republic of Crimea and the city of Sevastopol and abstain from any actions that can be interpreted as the recognition of any changed status;

Taking into consideration that the aggression of the Russian Federation was condemned in numerous statements of the European Union, NATO, the Council of Europe, resolutions of the Parliamentary Assemblies of the Council of Europe and the OSCE;

Proceeding from the principled position of the international community on condemnation of the occupation and non-recognition of the annexation of the Autonomous Republic of Crimea and the city of Sevastopol;

Realizing that the presence of deputies, elected on the territory occupied by the Russian Federation, at the next convocation of the State Duma of the Russian Federal Assembly, will doubt the legitimacy of the whole lower chamber of the Russian Parliament, while the recognition of the elections will mean the legalization of the ongoing illegal occupation of the Crimean peninsula;

The Verkhovna Rada of Ukraine:

-         Addresses the foreign parliaments, parliamentary assemblies and international organizations with the persistent request to abstain from participation in monitoring the parliamentary elections in Crimea and urges at any circumstances not to recognize its results;

-          Stresses that all foreigners visiting the occupied territory to monitor the illegal elections will be criminally persecuted by the law-enforcement bodies of Ukraine for the violation of the rules of entry to the temporarily occupied territory of Ukraine aiming at infringing the national interests of Ukraine and will be brought to justice for the violation of the Ukrainian legislation;

-         Addresses the foreign parliaments, parliamentary assemblies and international organizations with the request to issue official statements on illegitimacy of recognition of the Russian State Duma election results because of their holding on the occupied territory of the Autonomous Republic of Crimea. Such statements will delegitimize before the international community those representatives of the Russian parliament, who will be elected as a result of the elections in Crimea;

-         Calls on influential international organizations to exert every necessary effort to prevent the inclusion of members of parliament, elected in the occupied Crimea, into Russian parliamentary delegations to the Parliamentary Assemblies of the Council of Europe, the OSCE and the BSEC, as their membership in such delegations may attest the legitimation of the occupation and annexation of the Ukrainian peninsula;

-         Believes that only the continuation of the consistent policy of condemnation of the Russian aggression against Ukraine and the occupation, as well as non-recognition of the annexation of the Autonomous Republic of Crimea and the city of Sevastopol will allow restore the sovereignty. Territorial integrity and independence of Ukraine in its internationally recognized borders.
