Considering the intention of the Russian Federation to send to Ukraine the cargo, which Russian side defines as humanitarian, the MFA of Ukraine underlines that such an aid can be supplied only having agreed with the Ukrainian government and in accordance with the laws of Ukraine and generally accepted international practice, as well as agreed with international organizations modalities of its delivery to the territory of Ukraine. Ministry of Foreign Affairs of Ukraine has repeatedly drawn attention of the Russian side that the previous "humanitarian cargoes" were dispatched to the territory of Ukraine in flagrant breach of the aforementioned requirements.
At the same time Ukraine remains open for humanitarian assistance coming from foreign states and international organizations. Proof of this is humanitarian action, which United Nations High Commissioner for Refugees has jointly organized with the European Union on the 27th of January this year for civilians in specific regions of Donetsk and Lugansk oblasts in Ukraine, which continue to suffer from terrorist activities of illegal armed groups.
Please note as well that recently there has been taken a series of terrorist acts and armed provocations against the citizens of Ukraine. As confirmed by the investigation and conclusions of the OSCE illegal armed groups that operate in some parts of Donetsk and Lugansk are responsible for these horrible crimes. Under these circumstances Russian side and insurgent forces are fully responsible for safety of the "humanitarian aid".
